Mandatory solar panels in Flanders: the clock is ticking
As many of you already know, the deadline for the solar panel installation requirement in Flanders is fast approaching. By June 30, 2025, Flemish companies with an annual energy consumption exceeding 1 GWh must comply with the solar panel installation requirement. If, by the date the photovoltaic system was supposed to be operational, it turns out that this requirement has not been met, a fine will be imposed. This fine amounts to €400 per kWp of missing capacity. For many, the June 30, 2025 deadline still seems far off, but the reality is that we must act now to be ready in time.

In Practice
Consider one of our recent client projects. To comply with future requirements, the company needed to install approximately 470 kWp of solar capacity by 2025 and almost 1 MWp by 2035.
However, installing solar panels on the roofs of the existing buildings was not feasible due to several constraints, including roof stability limitations, physical obstructions, and fire safety requirements.
The Solution: Solar Carports
As an alternative, we investigated the possibility of installing solar panels on carports. Solar carports can be an excellent solution when rooftop installations are not technically feasible.
However, the timeline for these projects can quickly become challenging, largely due to the permitting process required for the construction of the carport structures.
The Permitting Process: Timing Is Critical
Obtaining the necessary permits for a carport installation can take up to 150 days. This timeframe also includes the preparation of the required documentation, which can take several weeks.
For this particular project, close collaboration between Encon and the client was essential to ensure that all steps could be completed efficiently and on time.
Submitting the permit application as early as possible was crucial. By immediately starting the preparation of the required documents and initiating the permit procedure, we were able to work towards meeting the deadline of 30 June 2025. In projects such as these, a proactive and strategic approach can make the difference between timely compliance and missing an important regulatory deadline.
